市住建(jian)委(wei)近日(ri)發布《關(guan)于進一(yi)步加強建(jian)設(she)工(gong)(gong)程施(shi)工(gong)(gong)現(xian)場(chang)揚塵治理(li)工(gong)(gong)作的(de)(de)緊急通知》(以(yi)下簡稱《通知》),并對近期執(zhi)法檢查中發現(xian)的(de)(de)揚塵治理(li)不(bu)達標項目進行(xing)復查。市住建(jian)委(wei)相關(guan)負責(ze)人介紹,lctw.com.cn本市將(jiang)進一(yi)步加大對施(shi)工(gong)(gong)現(xian)場(chang)揚塵問題的(de)(de)處理(li)力度(du),在原有“全(quan)市建(jian)筑(zhu)面(mian)積(ji)5000平方米(mi)以(yi)上建(jian)筑(zhu)工(gong)(gong)地規范安裝(zhuang)視(shi)頻監控系統”的(de)(de)基礎(chu)上,要求全(quan)市新開工(gong)(gong)的(de)(de)房屋建(jian)筑(zhu)及(ji)市政基礎(chu)設(she)施(shi)工(gong)(gong)程施(shi)工(gong)(gong)現(xian)場(chang)100%安裝(zhuang)視(shi)頻監控系統,做到全(quan)覆蓋、無遺漏、無死(si)角。同時(shi),對治理(li)不(bu)達標的(de)(de)企業(ye)從(cong)嚴(yan)處理(li),對問題嚴(yan)重的(de)(de)區住建(jian)部門進行(xing)問責(ze)。
重點工程專人監督揚塵(chen)治理
對于工(gong)(gong)(gong)(gong)程(cheng)建(jian)(jian)設(she)項目的(de)(de)(de)視(shi)頻(pin)(pin)監控(kong),本(ben)市此前主(zhu)要(yao)(yao)針對全(quan)市建(jian)(jian)筑面積5000平方(fang)米以上的(de)(de)(de)建(jian)(jian)筑工(gong)(gong)(gong)(gong)地;根據《通知》,全(quan)市新(xin)開工(gong)(gong)(gong)(gong)的(de)(de)(de)房(fang)屋建(jian)(jian)筑及市政基礎設(she)施工(gong)(gong)(gong)(gong)程(cheng)施工(gong)(gong)(gong)(gong)現場需100%安裝視(shi)頻(pin)(pin)監控(kong)系(xi)統。連新(xin)開工(gong)(gong)(gong)(gong)的(de)(de)(de)裝飾裝修工(gong)(gong)(gong)(gong)程(cheng),也要(yao)(yao)在施工(gong)(gong)(gong)(gong)現場運(yun)輸車輛(liang)出入口至少安裝一(yi)(yi)個球(qiu)形攝(she)像頭(tou)和一(yi)(yi)個車牌抓(zhua)拍設(she)備。“全(quan)市視(shi)頻(pin)(pin)監控(kong)的(de)(de)(de)工(gong)(gong)(gong)(gong)地數量有(you)望(wang)翻一(yi)(yi)倍。”市住建(jian)(jian)委相(xiang)關負責(ze)人說。
根據《通知》,市住建(jian)(jian)委(wei)將對(dui)冬(dong)奧會、新(xin)機場、城市副中心、CBD等(deng)重(zhong)點(dian)工(gong)(gong)程(cheng)實施專人(ren)(ren)負(fu)(fu)責制度,其他重(zhong)點(dian)工(gong)(gong)程(cheng)由區住建(jian)(jian)委(wei)實施專人(ren)(ren)負(fu)(fu)責制度,并將負(fu)(fu)責人(ren)(ren)名單(dan)上報市住建(jian)(jian)委(wei)揚(yang)塵(chen)(chen)治(zhi)理辦(ban)公室(shi)備(bei)(bei)案(an);其余(yu)各工(gong)(gong)程(cheng)由施工(gong)(gong)單(dan)位明(ming)確施工(gong)(gong)現場揚(yang)塵(chen)(chen)治(zhi)理工(gong)(gong)作負(fu)(fu)責人(ren)(ren),并將負(fu)(fu)責人(ren)(ren)名單(dan)上報所屬區住建(jian)(jian)委(wei)揚(yang)塵(chen)(chen)治(zhi)理管理部(bu)門(men)備(bei)(bei)案(an)。
市住(zhu)(zhu)建(jian)委(wei)相關負責(ze)人介紹,這些工(gong)(gong)(gong)程(cheng)項目揚(yang)塵(chen)治(zhi)理(li)工(gong)(gong)(gong)作(zuo)負責(ze)人,將(jiang)(jiang)對施工(gong)(gong)(gong)現(xian)場揚(yang)塵(chen)治(zhi)理(li)工(gong)(gong)(gong)作(zuo)進(jin)行督促檢(jian)(jian)查(cha),確保(bao)(bao)施工(gong)(gong)(gong)現(xian)場揚(yang)塵(chen)治(zhi)理(li)達(da)標。每月,各區住(zhu)(zhu)建(jian)委(wei)都(dou)將(jiang)(jiang)會同區環保(bao)(bao)、區城管等相關執法(fa)部門組織開展專(zhuan)項聯合執法(fa)檢(jian)(jian)查(cha)。“未來(lai)也將(jiang)(jiang)根據施工(gong)(gong)(gong)現(xian)場揚(yang)塵(chen)治(zhi)理(li)專(zhuan)項行動檢(jian)(jian)查(cha)標準,重(zhong)點(dian)檢(jian)(jian)查(cha)施工(gong)(gong)(gong)現(xian)場周邊采(cai)取(qu)圍擋措施等內(nei)容,對違法(fa)違規(gui)行為發(fa)現(xian)一起(qi),查(cha)處一起(qi),絕不(bu)姑息(xi)。”
開(kai)發商違規或被暫(zan)停資格
市住建委(wei)昨日還對(dui)26家(jia)企業(ye)揚塵治(zhi)理不達標的情況進(jin)行(xing)了通報。其中(zhong)(zhong)包(bao)括(kuo)北(bei)(bei)京(jing)首創華(hua)業(ye)房地產開(kai)(kai)發有(you)限公(gong)司(si)、北(bei)(bei)京(jing)恒樂置(zhi)(zhi)業(ye)有(you)限公(gong)司(si)、北(bei)(bei)京(jing)中(zhong)(zhong)維房地產開(kai)(kai)發有(you)限公(gong)司(si)、北(bei)(bei)京(jing)住總首開(kai)(kai)置(zhi)(zhi)業(ye)有(you)限公(gong)司(si)和北(bei)(bei)京(jing)豆各莊金(jin)豐置(zhi)(zhi)業(ye)有(you)限公(gong)司(si)。
據(ju)介紹,這5家房地產(chan)開發(fa)企(qi)業(ye)(ye)因施工現場(chang)揚(yang)塵治(zhi)理方面存(cun)在不力行(xing)為(wei),將(jiang)被(bei)記入市住建委“企(qi)業(ye)(ye)資(zi)質(zhi)動態(tai)監管(guan)平(ping)臺”,并根(gen)據(ju)《北京市房地產(chan)開發(fa)企(qi)業(ye)(ye)資(zi)質(zhi)動態(tai)監督管(guan)理暫行(xing)辦(ban)法》中(zhong)有關規定,對企(qi)業(ye)(ye)進(jin)行(xing)處理。同時住建部(bu)門(men)會(hui)將(jiang)揚(yang)塵治(zhi)理不力行(xing)為(wei)作為(wei)企(qi)業(ye)(ye)不良信息,定期(qi)抄送相關行(xing)政主管(guan)部(bu)門(men),并向社會(hui)公示。
還有4家施(shi)工單位在(zai)執法(fa)(fa)檢查期間施(shi)工現(xian)場(chang)揚塵治(zhi)理不達標,且情節嚴重,被暫停在(zai)北(bei)京建筑市場(chang)投(tou)標30天(tian)(tian);9家施(shi)工單位在(zai)執法(fa)(fa)檢查期間施(shi)工現(xian)場(chang)揚塵治(zhi)理不達標,且情節特別嚴重,被暫停在(zai)北(bei)京建筑市場(chang)投(tou)標60天(tian)(tian)。
根(gen)據《通(tong)知》,未來開發商如果揚塵治理不達(da)標,除記分處理外,還可能視情節輕重提請國土等部門限制或暫(zan)停其(qi)開發資(zi)格(ge)。
區住(zhu)建委工(gong)作不力將被問責
記(ji)者注意到(dao),一些極為嚴(yan)厲的懲罰(fa)措施也出現在了《通知》中,市住(zhu)建委揚(yang)塵治理辦(ban)公室將對(dui)揚(yang)塵治理違(wei)法(fa)違(wei)規行為依法(fa)從嚴(yan)處(chu)理。
